Program Manager
We are seeking a Program Manager to join our team. You will lead all contractor activities under the Performance Work Statement (PWS), serving as the primary point of contact for government stakeholders and ensuring all contractual, operational, financial, and performance requirements are met. This role oversees multi‑task, multi‑tiered projects, directs contractor staff, and ensures risks, resources, and client relationships are effectively managed. This position is fully remote. On occasion you will need to visit FEMA sites. The hours of operation are from 8:00am EST to 5:00pm EST, Monday – Friday (expect Federal holidays). During disasters, you may be required to work hours outside normal hours.

- Contract Leadership & Governance: Serve as the single point of contact for the Contracting Officer and COR. Maintain authority over all contract matters, including the designation and oversight of alternates. Ensure compliance with all terms, conditions, and performance requirements outlined in the contract. Remain available during required government hours and respond to technical issues within established timelines. Obtain approval from the Contracting Officer prior to replacing the Program Manager.
- Client & Stakeholder Management: Build and maintain a knowledge base of each client’s business, structure, and objectives. Manage day‑to‑day interactions and set/manage expectations. Identify client needs, communicate solutions, and strengthen relationships to drive satisfaction and long-term partnership.
- Operational & Technical Oversight: Provide clear technical direction and guidance to contractor staff. Define success criteria and monitor progress toward deliverables. Implement productivity, quality, and performance standards. Ensure all activities comply with contract requirements and government expectations.
- Financial Management & Resource Control: Manage funds and resources using complex reporting mechanisms. Forecast requirements, prepare budgets, schedule expenditures, and evaluate financial variances. Initiate corrective actions to ensure financial objectives are met.
- Risk Management & Strategic Contribution: Identify operational and programmatic risks; develop and execute mitigation strategies. Contribute recommendations to strategic planning, reviews, and operational objective-setting. Demonstrate independent judgment and capability to work under general direction.
- Multi‑Project & Multi‑Task Management: Manage multi-tiered projects and/or multiple concurrent projects of varying complexity. Oversee subcontractors and diverse work streams with structured coordination and control mechanisms.
- A bachelor’s degree in computer science, information systems, engineering, business, education, management sciences, psychology, human resources development/management
- A minimum of ten (10) years of relevant experience
- Must possess comprehensive Federal Acquisition knowledge of laws, regulations, policies, and procedures.
- Advanced proficiency with Microsoft Office Suite
- Strategic communications with internal stakeholders (e.g., business partners, employees) and external oversight bodies (e.g., Congress, auditing agencies)
- Advanced design and/or development, as applicable, in Visio, as well as SharePoint, InfoPath, ServiceNow and other web-based tools and SaaS applications
- Advanced technical writing and editing
- Data analytics in support of organizational effectiveness and business process improvements
- Advanced proficiency in data analysis and visualization techniques and technology tools (e.g., creating dashboards)
- Must be a U.S. citizen
- Must be able to obtain and maintain customer suitability
- A current DoD Secret clearance is highly desired
